In December 2007, Shaffer joined the cast of Harry Potter and the Half-Blood Prince. She played the role of Romilda Vane. Romilda is a fourth-year student who attempted to use a love potion on Harry. In 2010 and 2011, reprises her role in Harry Potter and the Deathly Hallows – Part 1 and Harry Potter and the Deathly Hallows – Part 2.

In December 2010, Shaffer joined the cast of Hollyoaks where she played the role of Ruby. Ruby is the sister of Duncan Button. Originally, she auditioned for the role of Leanne Holiday. However, she was recast as Ruby.
She relocated to Liverpool, the site of the filming of the film. Her filming started in late 2010 and made her initial appearance as Ruby in the January 2011 episode. In May 2011, speculations arose that she was leaving the show. However, the spokesperson denied the rumors.
