Two parties, both led by renowned Oklahoma oilmen, battled for clearance to build and license a new television station on VHF channel 2 and were unsuccessful. On June 27, 1952, the Southwestern Sales Corporation, which is owned by William G. Skelly, the founder of Skelly Oil and the Mid-Continent Oil and Gas Association, as well as the owner of a local radio station KVOO, filed the initial permit application. Four weeks later, All-Oklahoma Broadcasting, a consortium that controlled radio station KRMG (740 AM), included Kerr-McGee co-founders Robert S. Kerr and Dean A. McGee among its investors, filed a separate license application. The two organizations eventually decided to combine their efforts.
The two organizations eventually decided to combine their applications, and Central Plains Enterprises filed a new permit application for channel 2 with the FCC on February 20, 1953. The third group to apply for a television station license in Tulsa, Oklahoma was the Oil Capital Television Corporation. Over a five-month period commencing in late winter 1953, all three rivals withdrew out of the bidding. Skelly selected to give his group’s television station the KVOO call letters, which had been used by the associated radio station since it signed off in June 1926, three months before it turned on.
