Harlow attended Hamilton College near Utica New York where he received his BSc in Mathematics. He received ‘only’ four winters during which he did not have to suffer the cold of this heavily industrialized region. After finishing his studies at Hamilton College in 2000, Harlow proceeded to the Pennsylvania State University (State College campus). There he was able to complete his Master’s Degree majoring in Meteorology. While studying at PSU, he got his first chance to be on air, at the Weather World Program at the Public Broadcast Station.

In addition to that, Harlow is active in the social and economic boosters of Charleston-Huntington.
