Hines joined Texas Tech University when he finished his high school education in Lubbock, Texas. At Texas Tech, he majored in Broadcast Journalism. However, he transferred to Mississippi State University where he finished the Broadcast Meteorology Program in 2003. While there, he served KLBK in Lubbock as an intern.

In the spring of 2007, he was promoted to interim chief meteorologist. During his career, he has broadcasted many severe weather and tornado outbreaks both in the field and in the studio.
